Renwick Subdivision, developed by the town, sits just off La. 182. Phase 5 consists of 33 lots, adding more home space to the 170 lots developed in the first four phases.
Berwick town leaders passed the conditional substantial completion, giving Mayor Louis Ratcliff the ability to sign paperwork with LA Contracting Enterprise of Thibodaux, once the engineer states the project’s bid items are complete.
Substantial completion begins a lien and warranty period.
The project has been scheduled for completion for months, but was delayed due to rain. Substantial completion is expected before the council next meets in March, so approval was requested along with the final partial payment of $152,717 on the $1.15 million project.
Councilman Damon Robison balked at paying for work that has yet to be completed, noting that about $40,000 worth of bid items remain.
Town attorney Allen McElroy agreed and instructed the council to hold back the $40,000 but to approve it with a condition that when the work is certified complete by the engineer the money can be paid.
The held back amount is in addition to the standard 5 percent withheld until punch list items are complete and the potential lien period is over.
Miller Engineers and Associates received its total partial payment in the amount of $10,470.
A change order on the project saving the town $12,865 also was approved.
In other action, the council:
—Approved a cooperative agreement between the town and the Morgan City Harbor and Terminal District for $90,000 to upgrade the dock area near the railroad bridge.
—Approved a resolution receiving a port security grant totaling $19,500 for the police department to purchase night vision goggles and thermal cameras. The grant is a 75-25 match, meaning the town will put up $6,500 for the gear.
—Entered into an intergovernmental agreement with the City of Morgan City to receive a used fire truck at no cost.
—Expanded the agenda to call a public hearing in March on changes to the zoning map at 2166 and 2176 River Road from B-1 business to R-3 residential.
—Approved parade permits for the Chitimacha District Cub Scout Pushcart races Feb. 23 and the Liner Family 5k Run April 13.
