Four budgets were approved by the Franklin City Council in a special meeting Tuesday.

The council adopted its 2010-2011 amended fiscal and capital outlay budgets, as well as the 2012-2013 fiscal and capital outlay plans.

They also adopted a resolution declaring April as Fair Housing Month.

Steve Segura, Cleco’s community relations officer, attended the meeting at the request of the council. Councilman Chuck Autin said there are many burned out streetlight bulbs throughout the city that have not been repaired.

Autin noted that police and public works departments regularly send in lists to Cleco, but repairs are not completely taken care of.

Segura first asked that the city send all lists to him, and he would be personally responsible to seeing that repairs are made.

He noted that often the company receives improper addresses for burnt streetlight bulbs. Chief Sabria McGuire said her officers have been using the numbers on the utility poles to report outages.

Segura pointed out that those numbers don’t necessarily mark a specific pole, but rather a piece of equipment such as a transformer. He recommended reporting and flagging with high-visibility tapes the exact poles where lights are in need of attention.

The city pays the cost of street lighting through a user fee to water customers.

Autin also said he rode with the local manager of SweeDee, LLC, the city’s waste pickup contractor, and pointed out places where the company’s trucks have damaged the historic brick curbs and broken sidewalks. He said the manager promised to rectify the matter.
