Former legislator, Lamar exec

BATON ROUGE – Private services for former legislator and advertising executive Kevin Reilly, Sr. He died Oct. 28 at age 84.

He was retired CEO and chairman of Lamar Advertising. He was a state representative for 15 years. He was secretary of the Dept. of Economic Development for nine yeuars under Gov. Edwin Edwards and Gov. Mike Foster.

Survivors include his wife DeeDee and four children.

Arrangements are by Rabenhorst.

Long-time clerk of court

PORT ALLEN – Services will be Tuesday for long-time clerk of court Thomas LeBlanc. He died Oct. 26 at age 83.

He was a US Army veteran of the Korean War. He was chief deputy tax assessor for West Baton Rouge Parish for more than 40 years and was elected clerk of court from 1968 to 2000.

Survivors include his wife Elizabeth and three children.

Arrangements are by Wilbert Services.

Public defender

LAFAYETTE – Services for attorney Edward Milligan, Jr. will be Tuesday. HE died Oct. 26 at age 67.

A US Air Force veteran of the Vietnam War, he practiced law for almost 40 years, and for many years was a Lafayette Parish public defender. he was legal council Louisiana Entertainment Hall of Fame.

Survivors include his wife Denise, two sons and a daughter.

Arrangements are by Martin & Castille.

Former LSU, USL official

CARENCRO – Services for former college official and businessman Charles Cosper, Sr. will be Monday. He died Oct. 26 at age 81.

He was formerly Student Union business manager at LSU and then Student Union director at USL. After retiring, he owned several businesses.

Survivors include his wife Marilyn and two sons.

Arrangements are by Delhomme.

Former Civil Defense director

VENTRESS – Services for former Pointe Coupee civil defense director and retired sheriff’s office employee Oneil “Blackie” Leonard, Jr. will be Monday. He died Oct. 26 at age 87.

He was a US Navy veteran of World War II and national commander of the USS New Jersey Veterans Association.

Survivors include two sons and two daughters.

Arrangements are by Niland’s, New Roads.

Retired assistant chief of police

SHREVEPORT – Services for former assistant chief of police Danny Meriam will be Tuesday. He died Oct. 26 at age 64.

He was a Shreveport police officer for 30 years and also a former Caddo Parish deputy.

Survivors include his wife Mimi and several children.

Arrangements are by Rose-Neath.
