Developer Michael Hankins needs a minimum of 140 feet of property along U.S. 90 near the auditorium. He has agreed to buy 115 feet of property next to the highway from Morgan City Bank, and is asking to buy another 25 feet of land from the city, of the 75 feet of land the city owns in front of the auditorium connecting to the highway.
The projected $1.2 million building would bring in about $1,000 per year in city property taxes, and the people it employs would bring in $45,000 to $50,000 in additional tax revenues for the city, said Leon Kahn of Leon Kahn Realty, who spoke on behalf of Hankins.
“One of my concerns … is what we envisioned is a boulevard type road, and in order to do a boulevard type road, 75 feet is pretty much the right of way that we would need to do that,” Mayor Tim Matte said.
In other action, the council voted to approve the Cemetery Ordinance, which strikes the requirement that there be a sextant at the cemetery, Matte said.
The council also voted to approve the Truck Route Ordinance, which adds Martin Luther King Jr. Boulevard from the exit of the elevated bridge on U.S. 90 to La. 182 to the truck route, he said.
The Digital Flood Insurance Rate Maps Appeal was presented by Lucien Cutrera, an urban planner and consultant for the city.
“Our stated objective from day one is to keep maps as they are,” Matte said.
Cutrera said he met with the drainage district to ensure levees are constructed to certifiable standards. “It’s no longer just an engineering set of plans and construction.” There is a maintenance and operation plan that will have to be approved, Cutrera said. Only some of the money is in place for the projects, he added.
The council voted to authorize the signing of a consulting contract with T. Baker Smith LLC, which will continue to be the city’s consultants for the Digital Flood Insurance Rate Maps Appeal.
The council voted to acknowledge issuance of Louisiana Energy and Power Authority bonds to stay in compliance with coal-burning regulations, Matte said. LEPA’s share of the issuance will be about $31 million. LEPA asked Alexandria, Houma, New Roads, Morgan City and Houma to acknowledge that bonds will be issued, Matte said.
The council voted to approve a change order for the Victor II Boulevard paving project, engineered by T. Baker Smith LLC, and performed by Byron Talbot Contractor Inc. The change order reduces the contract price by $3,829.36.
The Planning and Zoning Commission will discuss the Recreational Vehicle Parking ordinance on Dec. 11.
