Parish President Paul Naquin and members of the St. Mary Parish Council began their new four-year terms as oaths of office were administered Monday by legal officials that included a Louisiana Supreme Court judge.

The new council includes Butch Metz representing District 1; Butch Middleton, District 2; David Hanagriff, District 3; Glen Hidalgo, District 4; Ken Singleton, District 5; Logan Fromenthal, District 6; Tim Tregel, District 7l Sterling Fryou, District 8; Albert Foulcard, District 9; Steve Bierhorst, District 10; and Kevin Voisin, District 11.

Justice John Weimer of the state Supreme Court issued the oaths to councilmen Metz, Singleton and Bierhorst.

Other judges issuing oaths included 16th Judicial District Court Judge Ed Leonard to Fromenthal and Tregle and Judge Kim Stansbury of the City Court of Morgan City to Hanagriff, Fryou and Voisin.

Naquin took the oath from attorney Mary Biggs, while Hidalgo was sworn in by attorney Robert Duffy and Foulcard by attorney Garron Johnson. Justice of the Peace Benny Druilhet issued the oath to Middleton.

Following the inauguration ceremony in the packed courthouse meeting room, the council called its first official session.

With Naquin at the helm the first order of business was to elect Voisin as chairman from among the three at-large members. He will serve as chair through December when the duty will rotate to Foulcard in 2013 and Bierhorst in 2014.

In other business, Chief Administrative Officer Henry “Bo” LaGrange was retained in his position as were Kim Pusateri as council clerk and all other current department heads.

A single proposed ordinance up for consideration to grant a specific use permit to County Line Golf LLC, described as a “sexually oriented … gentleman’s club” passed on an 8-3 vote with Fryou, Tregle and Voisin in opposition. The club is located at 8691 La. 182, in the Greenwood area of Morgan City. There were no comments during a public hearing on the ordinance that had been called prior to the regular meeting.

The council also passed resolutions authorizing check signing privileges for the chief administrative officer and finance director and safe deposit entry by the president and chairman; an agreement with the state Department of Transportation and Development on LED signage upgrades at Harry P. Williams Memorial Airport; the call of an election in Fire Protection District 7, Bayou Vista, Saturday, April 21, on a $1.25 million general obligation bond; endorsing participation by Gulf Craft LLC in the Quality Jobs Program; and a change order on the Thorguson Road project increasing the price tag by $24,056 and the length of the job by 14 days.

Other business handled included:

—Setting the second and fourth Wednesdays of each month as the official meeting dates with exceptions in November and December to accommodate Thanksgiving, Christmas and New Years holidays.

—Appointed the full council with Hanagriff as chair to the Advisory Budget/Finance Committee.

—Appointed Rodney Olander to the Board of Adjustments and Bonita Peltier to the Recreation District 7 board.

The council’s next meeting will be Jan. 25.
