According to Bill Cefalu, city utilities director, the second outage occurred because a safety device known as a “lockout” had not been reset after the first outage.
The first outage was caused when the city’s power plant was overloaded 10 minutes after the city went “off grid” as Cleco did some work at the Bayou Ramos substation.
The Louisiana Energy and Power Authority runs the city’s plant and will conduct an investigation to determine how the city’s power plant got overloaded.
