SWIFTSHIPS SHIPBUILDERS PRESIDENT Calvin Leleux explains how an area of the company’s property succumbed to the bulging waters this spring, flooding the yard with approximately 5 feet of water. The blowout occurred near the bulkhead away from the main waterway. The U.S. Army Corps of Engineers built the bulkhead, and Leleux said the Corps has some responsibility for the damage because they didn’t build the bulkhead to 12 feet of mean sea level like he said he asked for. Instead they built it to 10 feet, and he said the water reached approximately 11.5 feet.
