About $400,000 in expenses in the city’s $24.7 million budget will be saved by the actions, and Mayor Mark Piazza advised council members another $600,000 may have to be trimmed.
The council voted not to fill eight current vacancies before June, if at all. The freeze does not apply to police officer slots.
The council revoked holidays for All Saints Day and Presidents Day, leaving employees with 13 paid holidays.
Additionally, an annual two percent raise was shelved and participation fees increased in youth recreation programs.
The city’s mandated fire and and police retirement costs have doubled while sales revenue has been flat.
