Police said the incident happened late Sunday night.
Shardasha Hill, 17, allegedly became angry after a group of juveniles threw rocks at her car.
Officers said they saw Hill accelerating at a high rate of speed toward about 30 or 40 juveniles.
They said Hill appeared highly agitated when she told them about her plans which included, “killing them (the juveniles) and going to try and run over them again.”
