Public works, recreation and police departmental reports highlighted improvements and change in the city at Tuesday’s meeting of the Franklin City Council.

Public Works Director Jeremy Smith said his crews have cleaned out a problematic drainage ditch along 12th Street that outflows to the Franklin Canal. It also drains part of Willow Street. “It’s mostly lilies, and there were some trees growing down into it, we cleaned all that out,” he said.

Recreation Director Chris Barrilleaux said improvements have been made at both city recreation centers and parks.

At Broussard-Harris, Barrilleaux highlighted:

—New playground equipment includes a merry-go-round and rock-climbing wall.

—New ice machine.

—New public address system.

—The center has been repainted.

—Restrooms in the ballpark were renovated with new toilets and sinks and repainted.

—Horseshoe pits have been installed at the park.

At City Park:

—Painted wading pool.

—New merry-go-round and rock-climbing wall.

—New ice machine.

—Painted the recreation facility.

New tables and chairs have been purchased for both locations, and new toilet tissue, hand towel and soap dispensers were also installed at both recreation centers, Barrilleaux said.

Caffery Park has received electrical renovations, he said, correcting long-standing issues. The softball league installed central air and heat in the park’s concession stand, with the city providing the electrical connections for that project.

The stand was also equipped with auxiliary heating and cooling vents to the roof, where an intended press box is to be installed at some point in the future.

Bulbs were replaced on the park lights, too, Barrilleaux said.

Also Tuesday, Police Chief Sabria McGuire said she was asked to conduct a traffic study at Carl C. Foulcard Drive and Pine Street, but she said she needs more time to conduct the survey. “I’m not quite ready to make a recommendation,” she said.

McGuire said a survey at Perret Street resulted in her recommendation to reduce the speed limit to 15 mph along the entire street.

She also recommended that all of Hanson and Mechanic streets be reduced to 15 mph.

All would be without a previously recommended time limit of 2:30 to 4:30, and the speed limits would be in effect at all times.
