The Board of Commissioners of St. Mary Parish Recreation District No. 3 met on September 25, 2023,
in the meeting room at the Bayou Vista Community Center, 5:30 p.m.
Members present: Brian Head- Chairman, Lane Boudreaux-Vice Chairman, Javon Charles, Dr. Jeffrey Fitter, Eddie Gay, Calvin Johnson, Rachel Kidder

The meeting was called to order and all stood for the pledge of allegiance.
Roll was called, with all members present.
Calley Williams gave the board a report on the progress of the Agin Cajun program. She thanked the
board for their support and shar-ed stories of attendees being thankful to have a place to gather and participate in activities.
Minutes of the previous meeting were approved, as circulated, by motion from Dr. Fitter, seconded by
Calvin Johnson. All being in favor, motion carried.
Accounts payable were approved by motion from Calvin Johnson. With a second from Eddie Gay, and all in favor, motion carried.
Mark Richard gave the Community Center Re- port. Rentals were 2-gym, 2-meeting room, club house-4, Pavilion-1, batting cage-10, ballfield-1, girl scouts-2, and spray park closed for the season. Mark suggested extending the putt putt golf special of 4 for $10.00 till the end of the year. With the summer months so hot, people are enjoying the cooler temps. Rachel Kidder offered a motion to extend the golf special. After a second from Dr. Fitter, and all in favor, motion carried.
Mr. Richard gave the manager/maintenance re- port. A riding mower ejected a rock into the side window of a truck that was being driven on the boulevard. The window was repaired and the maintenance crew will be more diligent and pause as vehicles pass. Wood was purchased from Cardinale Lumber to repair the trash enclosure. A drive belt on the scag was repaired, maintenance was performed on the water office a/c unit. An external hard drive was purchased for backups on the office computer. An office chair and two new wing chairs were purchased for the office. Fire & Safety inspected the hood and extinguishers. A/C unit in the kitchen was repaired. Water sprinkler pump was replaced. The main transformer in the gym closet is going out. It’s very noisy. Lafayette Electric can order the replacement for $5,200. Another brand is in stock for $3,450. D&K can install for $400. Calvin Johnson made the motion to purchase the less expensive one. After Dr. Fitter offered a second, and all agreed, motion carried.
Installation of the playground equipment is about 80% complete. When complete, the surface re- placement will be next.
The amount of surplus equipment is increasing. Miracle Equipment wrote a letter stating that the playground equipment that was removed is unsafe for future use and needs to be disposed of. There is also broken folding chairs, 3 broken pitching mounds, broken popcorn machine and the rusty, broken stove that needs to be disposed of. A resolution of disposal was approved, by motion from Javon Charles. After a second by Eddie Gay, and all in favor, motion carried.
Details were finalized with Dominique’s contract. She had been trying to reach someone to work out the de- tails for three months. She needs the gym on Tuesday and Thursday from 4-8 p.m. for dance and the meeting room for an hour on Monday and Thursday morning for exercise class. It is needed from Jan.-May and will be renegotiated in September at $350. per month. She expressed her appreciation. With
Eric Duplantis approving these terms, motion to accept was made by Dr. Fitter. After a second from Javon Charles, and all in favor, motion carried.
Employee insurance was discussed again. To meet the minimum number of people to qualify, the policy will begin in January when everyone will be eligible. The district will pay Angie’s premium at her previous company for November and December by mo- tion from Dr. Fitter, seconded by Eddie Gay. With all in favor, motion carried.
Kolder, Slaven sent the engagement letter and agreed upon procedures for the 2022- 2023 audit for ap- proval. Eddie Gay offered a motion to accept and secure them for the audit. After a second from Dr. Fitter, and all in favor, motion carried.
The La. Parks & Recreation conference will be held in New Orleans in November. It was approved for Mark and Javon to register for attendance by motion from Eddie Gay, seconded by Dr. Fitter, and approved by all. Motion carried.
Brady Borel from KQKI asked about use of a space to broadcast election results in October. The voting is held in the meeting room so a portion of the gym may be used.
There being no further business to come before the board, motion to adjourn was offer-ed by Rachel Kidder, seconded by Eddie Gay, and approved by all.
